One Town One Scholar Scholarship Program

Target Beneficiaries:

Deserving public High School graduates from low income families.

Qualifications:

  • Natural-born Filipino citizen residing in the municipality, town
  • Graduating student of a public high school in the municipality / town
  • Belonging to the top ten of the graduating class of the public high school
  • Family’s combined gross annual income below P300,000.00
  • Of good moral character and good health
  • Favorable National Career Assessment Examination (NCAE) results

Requirements:

  • Proof that the student is a bonified resident of the municipality/town
  • High School Report Card
  • Certification from the public high school principal that the student belongs to the top ten of the graduating class
  • Income Tax Return or Tax Exemption Certificate of parents or guardians or its equivalent
  • Certification of good moral character from school registrar
  • Certification of good health from government physician

Benefits:

  • Free tuition fee in the State University / College (SUC) where the town scholar will enroll, provided the town scholar passes the entry requirements of the SUC. In the case of University of the Philippines (UP) regarding tuition fee, their participatioin is subject to the scheme of Socialized Tuition and Financial Assistance Program (STFAP)
  • Other school and miscellaneous fees, including stipent not exceeding P15,000.00 per semester from CHED for the first semester and every year thereafter for four years subject to availability of funds in the General Appropriations Act
  • The municipal local government unit is also encouraged to augment the scholarship benefits to the town scholar depending on its capacity and the need of the beneficiary.

Terms and Conditions:

  • The Town Scholar has to meet the following conditions during the scholarship period:
    1. Execute a Scholarship Contract with CHED;
    2. Carry a full semestral/trimestral load as prescribed in the course curriculum and finish within the subscribed duration of the course;
    3. Enroll only in CHED-identified priority programs, in SUC within the municipality or nearest SUC to the municipality or town; the Town Scholar shall not shift to another course or transfer to another school, except for meritorious reasons;
    4. Maintain an average of 2.0 in all subjects, with a grade of not less than 2.75 per subject, in order to be retained in the Program;
    5. Be allowed to defer enrolment within a school year formeritorious reason/s; and
    6. Render return service for one year for every year of study grant within the country, with priority within the municipality of his/her residence.
  • The Town Scholar shall be terminated for the following reasons:
    1. Failure in at least two major academic subjects;
    2. Gross violation of the host school’s policies and regulations; and
    3. Conviction by a Philippine court for any crime/offense committed.
  • Replacement of Town Scholars/Grantees are allowed within a given School Year (SY) subject to the following conditions:
    1. Voluntary withdrawal from the grant offer;
    2. Force majeur or other unforeseen/unavoidable circumstances;
    3. Dropped out;
    4. Option for a better grant;
    5. Waiver in the middle of the semester; and
    6. Termination due to poor academic performance
